Nellie,
It was in the same bill that allows towns to vote to appoint a clerk and treasurer without creating a charter first. It was removed in committee.

Thank you.. I talked with my local rep who is also my sister in law and she said she was pretty sure it did not pass. Was discussed though I guess. That is probably what that person saw..
