Good afternoon everyone,

I've got a reference question that's thrown me for a loop, and I'm wondering if anyone out there has any insight to share... does anyone know if  there is any place where one can publish their thesis proposal? My gut and some brief googling both say 'no', but if  you've heard of anything I'd appreciate a heads up.
