We allow open (online) access to our land records index. We are going to make the images available soon; there will be a subscription charge to view the documents, and a per-page printing fee. I don't know if that would be considered unrestricted access, but it will be open to the public.
I haven't had any requests for public access to town email systems.

Subject: Public Access to Email & Document Repositories
Informal survey — do any towns out there allow:
1.) open, unrestricted public access to town email systems and accounts of town officials?
2.) or, a system whereby a publicly accessible email account is used to copy correspondence between town officials?
3.) open, unrestricted public access to electronic document repositories holding various town documents other than reports, minutes, agendas, etc.?
