These days when I need to edit text inside an existing pdf, I have been
using the free and open source LibreOffice Draw. And it works on all
operating systems too.

Adobe has made no specific distinction regarding personally-owned vs.
employer-owned during this online learning/extended licensing period:

And, as a reminder, Acrobat Pro is "free" through May 31, 2020 for
all UVM affiliates:

Not an indefinitely sustainable solution, but perhaps one that
could get you through this season's application period.

You will need Adobe Acrobat Pro to create forms and insert digital

End users can open the and sign the .pdf in Adobe Acrobat Reader

Hi All,
Our goal is to create PDF’s of documents for students to fill out
and sign, application process for studying abroad. However, some of
these forms are already created in PDF format. What application would
you suggest that can edit an existing PDF, and allow for the person
inputting their information to then sign it and send back to us.
Any and all suggestions appreciated.
Thanks,
Deb
