I agree with Deane on this request for an extension - interest groups do
this sort of thing all the time. In fact, they sometimes take agencies to
court to get an extension for a range of reasons including because the
agency has failed to provide enough information to enable meaningful comment.

So, if you want to inject another facet of reality into this exercise, do
ask for the extension, and if you are turned down, I suggest we all put our
heads together on further action - e.g., figure out a mechanism for pursuing
a lawwuit in the context of these courses???
