When you read the letter it says that the bill is for a book you
ordered (this gets them around the fact that you can keep any
unsolicited books that come through the mail and makes you more liable
to them for payment or postage back to them). This is why I say it is
FRAUD since they are twisting the law to then go after you if you don't
pay them or send the book back.
