        Collecting the State's taxes is a service for which municipalities should be
properly compensated. We can do it, we probably should do it, but the State
bureaucracy MUST formally and appropriately compensate for the work.
        Now here is the problem that we MUST confront; that of the UNCOLLECTED State
taxes. It is one thing for a municipality to allow for some revenue shrinkage
due to delinquent taxes in a municipal budget, but quite another for a
municipality to consider paying to the State a bill calculated on 100%
collections. I don't see how any selectboard member can sign a disbursement
order to allow more revenue from state taxes than was actually collected to be
sent to Montpelier. I KNOW that I cannot sign such a disbursement order; how
about the rest of you?
