I am in receipt of all the responses sent so far. While I agree with most
of you in
some areas - I have a few reservations re: Treasurers collecting the
l. Assuming that the State will be billing the citizens of Vt communities,
times - then impacts our offices with collecting taxes during the months
some years there is a primary election, general election; plus our town has
one tax payment only, which is due the second Friday of November. ie: a
burden to all offices. Are we then submitting same monies to State for the
State portion? Due to them in what time frame? Currently, we turn school
monies over to school within twenty days. Will we continue to remit the
"local share" collected, directly to the school?
2. Speaking from experience (all of us have experienced various mandates
are "unclear"); I can only liken the "motor voter" effort launched at the

observing that the more "hands in the pot" makes for more cases of errors
occurring - and they certainly do!! Somehow the more people involved in
administrative effort which is still not clearly defined makes for

considerate, diligent and caring when it comes to addressing our citizens
needs - and we are probably more capable of handling the questions they
will pose re: the tax payments. I say that loosely since we have not
been told what the expectations are going to be with regard to this

what are the expectations/and rewards of handling this task for the State.
4. My big question is this: Act 60 has been implemented to guarantee every
the right to a decent, quality education - however, at what price comes
procedural administration at the State level, to make this work smoothly
ensure that all communities will receive the monies needed to support the
schools without having to borrow?
5. Last - but not least, there has been word that the State will collect
own share next year. Somehow I just can't believe it. If the Town
collect it now - we will probably be collecting it forever.
I feel quite dubious with regard to this entire collection process and who
going to be responsible for delinquencies, etc.
However - I guess my answer is this. TELL ME WHAT I HAVE TO DO AND
I WILL DO IT, IF IT WILL HELP AND SERVE THE ELECTORATE. (That is if
anyone at the State level can clearly define this process!!!!
