The absentee ballot legislation would allow a BCA to vote to require
the clerk or designee to accept absentee ballots at the polling
place on election day from 7am until the polls open.  This would
allow the clerk to permit someone to vote absentee on the day of
the election while he or she was setting up the polling place.  Note
that the draft legislation does not create a mandate - it is enabling
legislation.
