Recently Pamela Van Hine (I think) commented on NIH's proposal for  the establishment of "E-BIOMED", a Web site for the publication of all new biomed research, and wondered why it wasn't the subject of more discussion. 

Perhaps the discussion is finally starting. The _NEJM_, June 10, 1999, vol. 340 (23), pp. 1828-1829 contains an editorial by Arnold S. Relman, with whom I agree, on the subject.
