My understanding is that the NSRE is really  a test of several YEARS of math

instruction:  it is a program assessment, not a one-year assessment.  For
ex.
the test given in grade 8 is a test of the 5-8 math program and should be
communicated that way.  Therefore, a difference of 4 to 6 weeks of math
instruction -- giving it in May vs. March/April should not make a serious
difference in performance over a four year period.
