K-12 Net = Internet Service Provider to more than 80% of the state's
schools. (See http://www.state.vt.us/govnet)
SLD (formerly SLC) = School & Library Division (The non-profit that
administrates the E-Rate program)
BEAR = the form necessary to receive a rebate of monies already paid to
telecommunication providers, ISPs, or other vendors for which you
identified on Form 471 (notification of selection of service)
If you aren't a K12Net subscriber, you can basically disregard the message.
