If it is the former, I would explore if you use Clever as the intermediary between various back end systems, getting the Google licenses directly from them. We received a free year from them and Securly around covid times, saving 10k-ish for that year as a "sign-on" special. Google are less inclined these days in selling their own products directly, rather they want to make strategic partnerships with companies that base their products on theirs. It is often more "bang for the buck" in getting them from a software co you are already aligned with long term.
