Bill Riegel and Michelle Baker’s Reports

Review Panel

Received an Invitation Letter to School Districts from Dennis Kane introducing the Fiscal Review Panel created by Legislature to review spending patterns and the provision of special educations services in school districts, and make recommendations on how to improve services to students with disabilities at reasonable costs. Bill Riegel suggested MES Board should apply for a review in light of MES’s high costs for Special Ed. Roberta, with Board agreement said she would like to see reports from schools who have previously utilized this Review Panel process, prior to making a firm committment.

Revenue

Michelle Baker worked with Roberta Barone and Bill Riegel on the Projected Financial Statements. IDEA (Individuals Education Assistance) Roberta is this correct??? B Revenue was incorrectly budgeted because Harwood was not included in the budget and therefore each school will receive less than was previously budgeted. BR and MB determined it would be appropriate for WWSU to use the same methodology used by the State and based on Federal requirements in distributing the monies to the Supervisory Unions. The FY 01 IDEA funding is based on 85% FY 98 Child Count and 15% on the FY 00 ADM.

MES will receive their next financial update at October 2000 MES Board Meeting. Michelle will meet with Roberta on a Wednesday and have the report in board member’s boxes the following Friday before the MES board meeting on Tuesday, October 10.

GOVERNANCE

Comments were shared about the Governance Meeting that took place at Lareau’s Farm on September 7. The next meeting is expected to be October 16th. There was a general consensus that other school models should be looked at before implementing a new Governance Model for WWSU.

APPROVAL OF MINUTES

Kent Holden motioned to approve August 23, 2000, MES minutes with no amendments. Karen Horn seconded. Passed unanimously.

AFTER SCHOOL PROGRAM

Roberta Barone gave a brief rundown of how the program has operated in the past. After some discussion Roberta plans to speak with teacher ASP study halls and Karen Horn will speak with a group in Burlington about their ASP. The biggest issue for parents is transportation.

PRINCIPAL’S REPORT

Kent Holden motioned to hire Monique (Nikki) Matheson as a one-on-one special ed paraeducator. Karen Horn seconded. Passed unanimously.

Kent Holden motioned to hire Pamela Renick as the 3/4 Regular Ed paraeducator. Karen Horn seconded. Passed unanimously.

Roberta Barone gave a brief overview of the 4th Grade New Standards Reference Exam in English Language Arts and Mathematics.

Mike Strojny motioned to approve the revised contract for Lisa Harvey. Karen Horn seconded. Passed unanimously.

HOME SCHOOL AND LIBRARY POLICIES

Kent Holden motioned to warn the policy of participation of Home School students in school programs and activities deleting under School Administration Paragraph 4c. Dave Deutl seconded. Passed unanimously.

Kent Holden motioned to warn selecting to Library Policy deleting "such as School Library Journal and Broad List" from the selection process section. Karen Horn seconded. Passed unanimously.

BOARD ORDERS

Antech Audiology Board Order # for $99.00 to be returned to Central Office.

Dave Deutl motioned approval of the following Board Orders:

#13 in the amount of $152,583.03

#12 in the amount of $177,003.57

#10 in the amount of $ 6,085.00

# 7 in the amount of $ 10,008.08

#11 in the amount of $ 34,903.43

Kent Holden seconded. Passed unanimously.

CORRESPONDENCE

MES received a letter from Michael Taub, Chairman of WWSU district school boards, regarding MES assessment for transportation. Dave Deutl noted that the district board did not take action in authorizing this letter and therefore it was a personal letter written on board stationary. Kent Holden will write him a note indicating this fact.

MES also received correspondence from their attorney Paul, Frank & Collins as well as correspondence from King and King.

OTHER

Karen Horn brought to the board’s attention that after school hours there is unsupervised skateboarding on the MES parking lot. She will ask John Hogenboom if liability insurance is provided for the parking lot.  Roberta Barone will ask our Business Manager to discuss some with school's insurance agent.
