Normally I wouldn't disagree with you, Bruce :), but
in this case I have to.  The author mentioned the
library but not its staff (perhaps feeling that
mentioning the library covered it all).  That's a
conscious action, & an author is always responsible
for what they write (or in this case don't <g>).

There may be enough blame to go around, but in this
case I think absolving the author equates to blaming
the victim. <chuckle>
