Hi, Velma, I believe town clerks can refuse to notarize documents if they don't want the liability. Per VSA 32 § 1403(b), "A town clerk, state police, municipal police officer, fish and game warden, sheriff, or deputy sheriff, or motor vehicle inspector shall provide notary public services without charge or fee."
