In Townshend, the only checks I even write or sign without a signed warrant from the appropriate Board are 1) weekly highway payroll and 2) regular biweekly school payroll and 3) Payroll stuff - Federal Deposits, State withholding Tax, VMERS, and withheld monies from payroll for banking institutions. Every other year or so something falls through the cracks such as the Bond Bank payment (which I arrange to have wired - but sometimes the school board neglects to treat it as a warrant) - If the obligation of the Town or School was specifically voted at a Town Meeting, I have a certain comfort level about that payments. We do try to anticipate such things as mailing the Town Report when a real amount is unavailable and must be paid before the next meeting - and get pre-approval in the Minutes. After a few years, they will NOT even think about asking (read: afraid) you to just write a check on demand. And when that rare thing happens (every other year or so) it will only be for something with which any "jury" would agree.
