The Congressional Research Service indexes documents prepared for the federal legislative branch. You can tap into it at www.ncseonline.org/NLE/CRS Another option would be to start at any of the relevant agency websites. A portal for federal agencies that deal with the environment is www.firstgov.gov/Citizen/Topics/Environment_Agriculture.shtml Finally, certain nongovernment agencies may have publications or websites that would be suitable starting points for this assignment. You will have to be discerning if you go this route. Anyone can put up a website seeming to present bona fide reports on environmental policy! If you opt for the policy document critique, please communicate with me as you go since my expectations for this option are more vague than for the news critique.
