Wrote Energy Daily: "The study found that by stimulating new technological advances, climate policies can reduce the costs of meeting a given target for reductions in greenhouse gas emissions or concentrations. At any given level of carbon-emission abatement, the cost to gross domestic product is reduced from 10-15 percent through [induced technological change (ITC)], Goulder said. In turn, the presence of ITC justifies more extensive emissions reductions than otherwise would be called for, the report said."
