That probably depends on who you talk to, but Vermont does have lower
unemployment stats, both in terms of total number and percentage of the
work force. Seasonally adjusted October 2004 stats are:

Vermont: 11,000 (3.1%)
Maine:   32,200 (4.6%)

BTW, Vermont's 3.1% was the lowest in the U.S.
