What if the property isn’t sold at tax sale?  The attorney is then ‘out’ that money.  Correct?

In Marshfield, the town doesn't pay for anything.  The attorney includes it in her costs that she collects from the taxpayer.

Who pays for the notice in the paper?  In the end the cost is passed on to the property owner or whoever purchases it at tax sale, but who pays for the initial outlay of cash?
