I've setup phpBB on Linux and it is quite easy. It is probably the most popular open source PHP forum software out there. There are at least 20 of them, now. There are a number of modules, or "mods" for phpBB, including one that allows users to add images and other attachments to posts.
 
cartotalk.com actually uses Invision PowerBoard which is a commercial, but quite affordable alternative to phpBB.

I'm not sure that this applies, but you can get a free and easy to manage php and mysql forum setup on your webserver from www.phpbb.com.  I don't know if that's going to work for you. 
 
FrontPage can also accomplish this easily through Discussion Group pages if you are runing an IIS webserver, or Apache with FrontPage extensions on it.  If you have Exchange set up that will do it easily too.  If you have Windows 2000 or 2k3 servers you can use SharePoint to do stuff like this as well.

What are others using for threaded discussions?  I know that GroupWise
has this as well as First Class.  We have also tried Virtual Office
(Netware product) - but it is a bit slow and clunky.  A blog is not
really what I am looking for so blogspot or the like wouldn't quite work
either.  I have a nicenet.org account as well and this would work ok.
But I really need something a little better.  Any ideas?
