In Maryland & D.C. the age of consent is 16, but in Virginia it's 18.
Doesn't mean that Studds isn't/wasn't creep-city, but had it been
actually illegal where it took place (apparently not in Virginia), you
can be sure he would have been prosecuted had there been a case.  Studds
apparently managed to convince the electorate that he wasn't such a
slimey-creepy guy and won reelection. On the other side of the aisle at
about the same time, Dan Crane (R-IL) wasn't so lucky. After being taken
to task by Congress for messin''round with a 17 year old page his
constituency gave him the boot.

But IIRC neither Studds nor Crane were in charge of anything like
committee to combat pedophila or exploitation of children, which is what
makes the Foley revelations more remarkable/abominable (whether or not
they were illegal).  Foxes really shouldn't be in charge of protecting
the chickens, and the oversight was clearly not adequate.  A political
tempest in a teapot on one level, the extreme level of hypocrisy is even
clear to Foley.
