The following  directions are for 2 viewing locations for waterfowl below 
and/or above Vernon  Dam. I have compiled these with help from Mark Suomala and 
Eric Masterson.   Both sites are in Hinsdale, NH. 
Site #1 - (from  Mark) 
"If you go to  boat access area at the north end of Prospect Street in 
Hinsdale, where it joins  with Route 119, you can walk on the dam access road, which 
is plowed, all the  way out to the dam. From here you can look 
north or south of the dam. This  is much easier than walking in from the 
shooting range end (River Rd,). Both  access routes (the one you described and the 
one I described) start by following  the old railroad bed, so you can 
actually reach the dam access road from where  you started, but you have to walk 
farther from that end. Google maps has a  decent map.  The dam access road  runs 
east/west so you can manuever so you are not looking into the sun -  probably 
at any time of day." 
Site #2 - (from  notes I took from Eric) 
From Route 119 just  west of Hinsdale center, turn S onto River Road
Continue on River Road to the  end - road ends at a metal gate with a sign 
for a Shooting Range
Walk  straight ahead 50 yards to an elevated railroad bed
Climb up the RR bed and  walk to the right (roughly NW) about 1/4 mile
Take a left on a trail that  forms a "Y" with the RR bed (the first trail you 
come to)
This trail heads  uphill, goes under high tension wires, and ends at the top 
of a bluff  overlooking the river 
Birds can be distant  and lighting except at end of the day can be tough
