Apropos of this statement, in the 'Dacks there are signs on many
trails specifically stating (paraphrased) "If there is more than 8" of
snow on the ground you must be on skis or snowshoes to travel this
trail".

I believe this fits TOS's example of somebody (the State of New York
in this case) telling people what they can and cannot do on their
property. Jumping Jimmy, are you listening??
