Marshfield has a separate incorporated village.  They have their own clerk/treasurer and pay taxes to her.  Everyone who lives in the Village is also a resident of the Town, and we tax all town properties the same way.  We collect one tax for the entire municipal budget - no separate tax for highways.

The village taxes only the village residents.  The school taxes all tax payers.
We now are being challenged by a few people, not to separate the town gen. and highway, so that everyone will be taxed on the highway as well as the general. This is only my second year, and I have no one to ask about the history of how all of this came about, but would like to know how others in similar situations do it.
