This is making the rounds (saw it on CNN even), and Bill Clark 
(major raptor expert) says it's actually a Western form Red-Tail. 
  Apparently, it's the first time anyone is aware of one sticking 
around eastern Mass. anyway after the winter to breed.

Have we had that here in Vermont?  I see them from time to time 
in winter, but hadn't heard of any nesting.
