From Michael Sherman:

Tom Bassett in The Growing Edge (p. 206, paragraph 4) wrote "'The Queen City
of Vermont,' as Burlington had begun to call itself before it was a city . .
."  So that puts the name prior to 1865.  Maybe he has more information on
this in his dissertation (of which The Growing Edge is but a distillation).
