	How many now recall that it was offshore oil blowouts (in the 
Santa Barbara channel, at the end of the 1960s) that provoked the 
creation of the USEPA and the legislation requiring environmental 
impact reports?
	Offshore drilling should be prohibited altogether.  A higher 
priority  -  and I suppose not more expensive  -  would be 8 - 10 km 
holes on land (based on Gold's deep primordial gas theory).  And, as 
always with energy, decreasing waste is faster, cheaper, and more 
ecologically beneficial, than striving for new sources.
