Dear esteem colleagues,

 

CEO of the 131 year old hospital is seeking the Board's approval to
allow the other library's Special Collection to have on a permanent loan
the following:

Nursing notes (handwritten) in a binder dated 1905.  Contains the names
of the patients, but not their addresses.

It's unlikely, that any of the patients are still living. Need to find
justification that there is no conflict with HIPAA!

Where should I start? Need direction.
