I am using Movie Maker, and this is just too much fun.
Thank You for suggesting such an obvious solution..
I will add subtitles and then record the interpreter's voice for a sound track.
Is it easy to "package" as 1 file for our webpage ?

I believe that you should be able to use movie maker for adding voice over.
