Hi Wendy,

At Essex High School, students are allowed to have their cell phones - but they are not suppose to have them out in class or talk on them in the hallways. They are allowed to talk on them in the lobbies (which are away from classrooms). In the Library, they may have them out and use them for texting or listening to music but can not talk on them.

Those are the rules anyway, being teenagers they're not always great about following them. Shocking I know....   :-)
