Jason, Just an idea. Could it be because echo is not always still images and that a recording time or measurements necessary by the technologist require 45 mins?
 
Vascular carotids require so many measurements no one could do it any faster unless measured post exam.

One other topic on accredidation, are more labs (ICAVL) foregoing accreditation by staffing only registered technologist's to suffice for reimbursement issues.

Both of these issues are hot right now in my area.
