If it helps, attached is a handout we use for our netbook/laptop carts within the teams.  There is one "cart contact" for a team of four to six teachers.  This contact receives any communication from the IT department and relays it to other adults within the team, then relays information to the students as necessary.
 
The note about the "...power cords must not be extended from cart to allow students to work while plugged in..." refers to incidences where the students have pulled the cords through the cable ties and perched the laptops on top of the cart to work.  Usually, this was because the cart wasn't plugged in to charge overnight.

I found the tips about battery life especially useful.
We are finding much confusion about this and would love to do a "get the most life out of your battery" handout to go with the laptops. Probably the same folks who recycle voluntarily would pay attention.
The other thing we see is power cord damanage issues (which I'm guilty of too). Lots of it has to do with bad design on the laptop manufacturer.
About the PD.. not counting my chickens yet. We got a faculty meeting recently to go over some FERPA and other compliance issues
