My own personal experience is:

1) If you want one ski bag + one boot bag to count as one item, you'd better not have anything else in it especially now that the airlines have figured out how much money they can make from baggage fees.
2) If you have a ski bag to count as one item, keep it below the weight limit but it doesn't matter what is in it.

Just traveled United with three people (one person left back at the Steamboat orthopedic surgeon), two ski bags filled to ~40 pounds with four skis/snowboards and various other items, and one bag with clothing - no charges over the normal charge that United would have for three bags.
