Depends on what the teacher is comfortable with I would suggest looking at
1) Movie maker ~ easy to use and should work fine.  And could add narration without an issue. This is probably your best bet.
2) Photostory3 ~ I think this would work and go pretty easy, you will need to set all of the slided not to put the fancy trasitions in.
3) Pencil ( ~ This is actual animation software. (and is availible for mac, pc, and linux)
4) ~ this is a full webbased movie editor which should also work.
