It takes initiative. Folks have been discussing this for 5 years. Steps to make it happen? Identifying them would help.

Why can't Vermont do this?  Not to mention, bulk purchases of EVERYTHING--computers, cameras, interactive whiteboards, projectors, switches, servers, etc.?  A challenge?  Yes.  A good VITA-Learn project?  I think so!
