A number of clerks have done this.  If there is a recount, the late ballots must be removed from the zippered pocket before the ballot bags before sending the bags to the court house.  Ballots received after the close of the polling place are never counted under Vermont law.

After I date them, I put such ballots in the zippered pocket on the side of the ballot bag.

Date stamp the outer envelope with todays date and keep it in the vault.
