I'd love to hear from the more knowledgeable folks on the list about this.
 The article states that the new scale will make it possible to  "communicate
the risk of low probability avalanches with high consequences--common with
deep, persistent instabilities."  A first glance at the new scale doesn't
make this apparent.  Will avy forecasts now give 2 ratings, one for chance
of avy and one for potential consequences?
