Groton has 2 full time highway crew employees that do all our road plowing.  We do have our 2nd constable who has his CDL and used to plow for the State of Vermont to fill in if necessary and he is already on our payroll.
If you hire extra personnel and use them sporadically, yes, it will affect your unemployment rate.  That can't be avoided as far as I know.

Subject: Winter plowing

I’m wondering how other Towns handle plowing during the winter – do you hire on extra “seasonal” people to help plow or do you “make do” with what you have?  If you hire “seasonal” employees, have you had the problem of them in turn filing for unemployment once it stops snowing?  Thanks.
