If they have to register using information from our license, then the
vendors should be able to tell when they login.  Also, what happens when
the user leaves our organization?  How would we or the vendor disconnect
their service?  Unless the numbers are just too low at this point for
the vendor to worry about individuals.  If we discontinued our service
altogether, the users would probably be disconnected en masse by the
vendor.

Tracking DynaMed usage on mobile devices presents an additional twist -
In many scenarios the product is downloaded to the device and used off
line.
There is absolutely no way to capture those uses.
