Not sure if you got my previous message? Here is the explanation.
They can participate in the primary elections because it is a nomination process so persons may participate in the nominations prior to taking the voter's oath. You are correct that they would not be able to vote in town elections until they turn 18 because they would be casting a vote.

If they are going to vote in the August Primary, how can they legally do that if they are still 17 and haven't taken the voters oath.

I forgot to mention that when the voter shows up to vote on November 6, 2012 General Election Day, they will need to take the oath before they can vote. Your entrance checklist workers can administer it to them or have a copy handy and have them administer it to themselves. Make sure the entrance checklist workers mark next to the voter's name the date they took the oath, so that you can enter it into HAVA.

Subject: 17 yr olds voting
I thought you had to be 18 to take the Freeman's Oath. If I am wrong please tell me. Do we just administer the oath to the 17 year olds now? Just want to make sure I am adhering to the law.
