Hard to say but, those spots don't appear big enough. A different angle would help. I know they say this is the best photo but, seeing another angle, even if it isn't pretty, may help. Kevin

          Was listed as Dusted Skipper, but it is way up in the Kingdom and is rare even in s. VT. I actually thing this is female Dun skipper, but I am not sure. The stick in front of the head and the angle are tough.
