On election day you put it in a manila envelope labeled "Defective".  (See Appendices in Elections Procedures).

I received an absentee ballot where the voter did not complete or sign the envelope.  I know I can't count this one even if, by deduction, we figure out who sent it, but what DO I do with it?  Spoiled folder?
