Yup.  Freeshare group ILLs are & always have been, literally by definition, no-charge, period.  If the lending FS lib wants to charge "just because" another FS lib is *also* EFTS, *they're* the ones who need to [ahem] be editing their profile, not the requester....

Julie's comment is right on target.  The lending library is in error, and has apparently been mishandling things "for years" by their own admission.

Wow - this doesn't sound right!  I'm also both a FreeShare library and
EFTS.  My understanding is: FreeShare libraries do NOT charge other
FreeShare libraries - that's kind of the point, isn't it?  EFTS is an
option for situations in which you WOULD charge another library:
non-FreeShare, non-reciprocal, libraries who would charge you - without
having to invoice.
