Well said, Katie.  I was wondering if anybody was going to ask that
question.  Their are many types of portfolios for many different needs.  Is
the portfolio going to be assessed as a whole or will the artifacts be
assessed before going into the portfolio?  Will the portfolio be used for
assessment and accountability or for celebration and display of student
work (e.g. student-led conferences)?  Who is the audience for the portfolio?

If artifacts will be assessed before going in the portfolio and if the
portfolio is meant to be a warehouse of all relevant student work, then you
might want to look at a learning management system (LMS) such as Schoology
(yes, my new favorite), or VCAT.
