I've tried the &newcopy option but can't get it to work: what am I missing?

We typically use Option1 - distribute as read-only and have users make a
copy. Teachers who distribute a lot of shared documents can set read-only
permissions on a folder and put documents there vs. having to share every
one individually.

Staff shared folders: I have created a similar structure, but found that if
we send a link to a document that is stored in a shared folder, users are
prevented from storing it elsewhere in their own Drive (if they wish to.)
Has anyone else encountered this?
