Newbury does and we issued our first tickets this year.  It did prompt some, but not all, dog owners to come in to license their dogs, and they hadn't despite two letter reminders and visits from our animal control officer.  We haven't heard anything from the court and are looking into seeing what our next step is.

I am interested to know what communities have a Dog or Animal Control Ordinance that includes ticketing and enforcement through the Vermont Judicial Bureau and whether ticketing has been effective.
