A timely question for Hour of Code week!  Here are some tutorials my students made that would get at solving the problem.  You would want to be sure that you have a column in the sheet that keeps track when an e-mail is sent, so it doesn't get sent repeatedly.  You can see that in action on help desk app that Nick shared.
