I have this question about the permits and not sure who to ask. Over the years, it is obvious to me that we have folks in town who get these licenses to avoid paying the full license fee for their dogs. We have hunters, sled dog owners, etc. etc. and those who just have a lot of dogs. They are all intact animals.
My question is, how can I justify licensing these dogs owners as "Breeders" and/or "Pet Dealers" when I know they are neither. Is it my place to question (I don't want to) or the state's?

Has anyone gotten their pet dealer’s licenses forms yet, if so where did you get them. If I am understanding this right We no longer use the other two licenses (the special license and the kennel license forms) Right? Just use the
Pet Dealer’s License.

When at a VLCT workshop on animal licensing we received a copy of the Draft of “Big Book of Woof” which is a very useful handbook. In its appendix of the Licenses and Fees it explains what is required.
Perhaps you can get a copy from VLCT.

Does anyone understand how the Pet Dealer Permits are going to work this year as opposed to the former Kennel/Special Licenses? Is there any literature for us to use (other than the statutes)? I would like to be able to at least appear
to know what I am talking about when these people come in to renew. We have a total of 7.
